Agreement on Jurisdiction
The registrant accepts the jurisdiction of the Committee by registering the name of a national Internet domain within the .rs and .срб TLD registry, that is, by accepting the General Terms and Conditions governing the requirements of registration of national Internet domain names.
A complainant accepts the jurisdiction of the Committee by initiating proceedings before it.
Acceptance of the Committee’s jurisdiction does not preclude the parties from seeking judicial protection regarding the subject matter of the dispute.

Domain Dispute Resolution
As a rule, disputes relating to the registration of national internet domain names are resolved by a single expert. Exceptionally, a dispute may be resolved by a Panel of Experts consisting of the President of the Panel and two members, if explicitly requested by the complainant in the lawsuit or the registrant in the response to the lawsuit, in accordance with the Rulebook on the Procedure for Resolving Disputes Relating to the Registration of National Internet Domain Names.
An expert or a panel of experts can make a decision on the termination or transfer of the registration of a disputed national Internet domain name from the registrant to the complainant.
The decision of the expert or panel of experts is final and not subject to appeal.
The parties to the proceedings are:
A complainant – a natural person or legal entity who opposes the right of the registrant to use a registered national Internet domain name.
A registrant – an entity who in accordance with the General Terms and Conditions for the registration of a national Internet domain names, registers and uses a national domain name within the .rs and .србTLD registry.
The proceedings are initiated by submitting a complaint by the complainant or their authorized representative. The complaint is submitted to domenski.sporovi@pks.rs.
The proceedings shall be single-instance and, as a rule, shall have a duration of 60 days from the date of the appointment of the expert, i.e. the constitution of the panel of experts.
The proceedings are governed by the Rulebook on the Procedure for Resolving Disputes Relating to the Registration of National Internet Domain Names (“Official Gazette of the Republic of Serbia” No. 30/26).
The proceedings can be terminated by
- making a final decision or
- reaching a conclusion on the suspension of the proceedings.
Final decision is enforced by RNIDS. It is executed after ten days from the date RNIDS receives the decision, unless a party to the proceedings submits proof that court proceedings have been initiated, in which case enforcement is postponed until the court decision becomes final.

Procedure Costs
Before initiating the procedure, it is necessary to pay the costs of the procedure, in accordance with the applicable regulations of the Committee.
The costs of the procedure are determined in accordance with the Rulebook on the Procedure for Resolving Disputes Relating to the Registration of National Internet Domain Names and the corresponding decision of the competent body of the Chamber of Commerce and industry of Serbia.
The total costs of the procedure depend on whether the dispute is resolved by a single expert or a panel of experts, as well as on the number of disputed national Internet domain names covered by the dispute.
When a dispute is resolved by a single expert, and the subject matter of the dispute includes 1-3 disputed domains covered by one lawsuit, the total costs of the procedure amount to RSD 180,000.00.
When a dispute is resolved by a panel of experts, and the subject matter of the dispute includes 1-3 disputed domains covered by one lawsuit, the total costs of the procedure amount to RSD 300,000.00.
